Taxonomy terms should allow for new terms to be inserted during the import.

Is there a way that during import the value of an ACF select field is being generated? So let's say I have a select field for "cities" and during import a new city value is missing for this field, and instead of skipping it, it will add this new value. 

If not with ACF, does this work with taxonomy?

Reason I am asking is that adding all possible cities in ACF is not possible, so I am looking for a solution that the value is added based on what is imported.
